I’m wondering how multiple wage garnishments work. Let’s say a city garnishes my check for back taxes first. They are limited to 25 percent. Now let’s say that the IRS comes after me later and they have no such limits on what they can take. Does the city get squeezed out since someone else is taking more than the 25 percent?

The IRS will allow any existing levies or legal garnishments to stand and take the remainder. When those garnishments are satisfied, those payments will then go to the IRS.
